Rainwear often gets overlooked as a key component in a comprehensive flame-resistant clothing program. When part of an FR clothing program, the general rules for outerwear also apply to rainwear: Never wear non-FR rainwear over flame-resistant uniforms.

Once the decision to add FR rainwear to the program is reached, thought must be given to which minimum performance standard the garments should meet. There are a couple of performance standards that are commonly referenced in the FR clothing market. Often, however, rainwear is labeled flame-resistant without referencing a performance standard at all or with reference to an irrelevant document.

The ASTM F2733 document is a performance standard for rainwear intended for protection against flame hazards including flash fire. ASTM F1891 is the counterpart performance standard for FR rainwear worn for protection against electric arc. Both standards define and require specialized tests to measure protective qualities of the materials when exposed to simulated flash fire and electric arc, respectively. Depending on the material, some rainwear can be dual-labeled to indicate that it meets the requirements of both standards. In addition, minimum performance requirements for FR rainwear against multiple tests including those measuring strength, waterproofness and vertical flammability are mandated by these standards.

Be warned, however, that it is common in our industry to see garments that are labeled flame-resistant because they have been tested against NFPA 701. This document does define a flammability test, but it is meant for curtains and draperies to be used in public places. This is not the proper standard of measure for wearers who could be exposed to flash fire or electric arc in the workplace.

Another common but misleading reference on labels of FR rainwear is ASTM D6413 which is a test method, not a performance standard. ASTM D6413 defines the procedure for conducting the vertical flame test but does not establish pass/fail criteria. There are no performance requirements associated with ASTM D6413.

Even when there are pass/fail criteria set for the vertical flame test, some materials popularly used in FR rainwear pass the test by melting and shrinking away from the flame thereby generating misleading results.

When specifying flame-resistant rainwear, consider the hazard that the wearer will face. If exposure to flash fire is possible, the pertinent performance standard is ASTM F2733. If exposure to electric arc is the hazard, specify rainwear that meets ASTM F1891.

Background

Georgia Boot, a manufacturer of steel toe safety boots, has discovered that three models of its logger boots may have been mislabeled “EH,” thus incorrectly indicating that they are resistant to electrical current. This may result in an increased risk of electric shock or electrocution to employees who use these boots for supplemental protection against electrical current, since these boots are not designed to provide insulation or protection against electrical current.

Other Information

Georgia Boot, of Franklin, Tennessee, in cooperation with the U.S. Consumer Product Safety Commission (CPSC), has voluntarily recalled approximately 10,000 pairs of steel toe logger boots. See CPSC Press Release # 04-177, http://www.cpsc.gov/cpscpub/prerel/prhtml04/04177.html issued on July 14, 2004. Since these boots are industrial steel toe safety boots, it is important to make employers and employees aware of this potentially hazardous condition when these boots are used for supplemental protection against electrical hazards.

The recalled steel toe logger boots are brown and black and have laces that tie up to the calf. The stock numbers for these boots are G8320, G8322, and G9360. The stock numbers can be found on a label under the tongue of the boot. The same label has stitching of the “Georgia Boot” name.

These boots were sold in retail shoe stores and independent retail stores from October 2002 through April 2004.

Georgia Boot has not received any reports of incidents. The CPSC/Georgia Boot recall is conducted to prevent the possibility of injuries.

Technical Information

Electrical hazard footwear is constructed to provide insulation of the wearer’s feet from a grounded surface. This can provide a small degree of protection from electric shock for the wearer. This protection is limited to voltage of 600 volts or less under dry conditions and is intended to be a secondary form of electrical insulation.¹ Using electrical hazard footwear as a primary form of electrical protection could expose employees to electric shock hazards if they believe that the primary form of electrical protection (for example, rubber insulating gloves or blankets) is no longer necessary. The electrical hazard footwear only insulates an employee’s feet from grounded surfaces. The employee can still be grounded through other parts of his or her body. In addition, the insulation provided by electrical hazard footwear is good only under dry conditions, providing little protection in a wet or damp environment, and only for ratings of 600 volts or less. Employees exposed to electrical hazards need to use suitable electrical protective equipment as covered by OSHA standards including 29 CFR 1910.137;29 CFR 1910.269(l); and 29 CFR 1926.950(c).

Currently the commercial market utilizes the NFPA 2112 standard and the ASTM F1930 test method to help evaluate flame-resistant fabrics for the Flash Fire hazard. NFPA 2112 is the standard for flame-resistant garments for protection of industrial personnel against flash fire. Under the test method, flame-resistant fabrics are tested against a 2 calorie exposure for 3 seconds in which sensored mannequins are able to measure the extent and severity of body burn. They also must pass a vertical flame test after a 100 launderings and have a char length less than 4 inches. Thermal Protective Performance (TPP) also must be tested both with spacers and without. When tested to this standard experts find significant variance in performance of flame-resistant fabrics. A fabric can pass and be certified to NFPA 2112 as long as it measures less than 50% second and third degree burn. Two fabrics, for example one that tests to 49% body burn and a second fabric that tests to 10% body burn both meet the performance requirements for NFPA 2112.
